Were the antony gormley statues on crosby beach dressed up by local people or visitors?

I noticed on a visit to crosby beach some of the figures had been dressed in t-shirts etc one had a fleece a cap and a pair of binoculars around its neck others were wearing other orted articles of clothing anyone know who was responsible as I am trying to prove how the people of liverpool have taken this piece to their hearts.
