Permanently switching from Western to Unicode?

I am using Mozilla Firefox 2.0.0.12. I want to switch the character encoding from Western to Unicode, and I want it to stay in Unicode permanently. Now, when I switch it, as soon as I reload the page, it reverts back to Western. How do you make it stay permanently on Unicode?
