Whats up with the nudity in San Francisco?

I went to Fisherman's Wharf with my mom on April 1st and this group, 2 dudes, 2 chicks, went walking down Jefferson St. in front of Boudin's Bakery totally naked with some backpacks. Is that normal for San Fran?
