What is an acceptable excuse for someone standing you up?

A man I know and like very much pestered me for a date. I went to the place we agreed on time and waited for half an hour and he didn't show. He doesn't have a mobile phone at the moment so I don't know why he didn't show. However, I will be seeing him at work today regardless so should I listen to his excuses or go apeshit?
