I'm sorry but you've defined an impossibility. There is no team that would hold onto the same QB for that long with that kind of record. Furthermore, there's no QB that good who would stick around with a team that was that bad. Keep in mind that they would have top 5 picks every year which means they would most likely pick a QB that they would want to build the future of their team around.
