Do you have to apply for a marriage license in the county in which you will be getting married?

In the state of Ohio, do you have to apply for a marriage license in the same county in which the marriage will be taking place? For instance, if your wedding is taking place in Franklin County, do you need to go to the Franklin County Courthouse to get your marriage license or can you get your license from the Delaware County Courthouse?
