Cookies and Temporary Internet Files?

If your computer is using windows 98 a update would help you out alot, only if your computer is fast enough for the upgrade...and chances are, it is probably not..Since it using such old technology, its hardware is probably just as old..Me Personally i would save my money and buy a new computer, however about your cookies and temp Internet files..You say "They're just tered all over the place!" were at....Like your desktop be more specific, please..
